In 1797, Vice President John Adams sent delegates to France in what was to become the XYZ Affair. By 1797 France, after experiencing a turbulent decade with repeated regime changes and wars with various European powers, had become a more hostile force to the US than when the Treaty of 1778 was signed. Among other reasons, the delegates were sent to address the issue of the French government sanctioning the seizures of American vessels, for which compensation would be asked. When the delegates reached France, they were given a list of demands to be met before they could get an audience with the French Cabinet. Among the demands were not to bring up the issue of the seizure of American vessels and to pay $250,000 on top of guaranteeing a large national loan. Word of the poor treatment of their dignitaries reached Washington DC and sparked outrage. The XYZ Affair would become a leading factor in the start of the Quasi War between US and France in the following years.
