Slave trade was outlawed in 1808, making it illegal to bring foreign slaves into the United States. However, as the domestic trade of slaves was still legal, it was hard to prosecute smugglers unless they were caught in the act. In 1859, President Buchanan ordered a blockade of Cuba to intercept any American-owned ships importing slaves. In 1860, three ships were seized and the hundreds of slaves were released and offered to return to Africa, though most decided to stay in Cuba. This 1859 quarter eagle recalls the year that the US acted upon its outlawing of the international slave trade.
